Manpower Audits and Workforce Planning

Staff costs are the largest expense for most organisations, yet few can say with confidence how many people each department needs. Headcount grows one approval at a time, overtime becomes routine, and some teams are stretched while others have capacity to spare.

A manpower audit gives management and the board a picture of the workforce based on evidence, which is far easier to act on than impressions.

What the Audit Covers

  • Headcount, grades and staff costs by department and location
  • Workload and output measures for each function
  • Overtime, absence and staff turnover
  • Duplicated roles, long-vacant posts and gaps in key skills
  • The mix of local and expatriate staff, and plans to develop Maldivian talent
  • Comparison with similar organisations where reliable data exists

Workforce Planning

We turn the findings into a workforce plan: the structure and numbers you need over the next three to five years, the skills to build or recruit, and a succession plan for critical roles. Every recommendation comes with its cost and a realistic timeline, so the board can approve it as part of the budget.

For State-Owned Enterprises

Headcount in state-owned companies is often questioned by shareholders and in the Majlis. An independent audit gives the board a defensible position, whether the conclusion is to recruit, redeploy or stop filling roles that are no longer needed. Audits are often combined with an organisation structure review.

Common Questions

Is a manpower audit the same as a restructuring?

No. The audit is a diagnosis. Some organisations use it to justify new posts, others to redeploy staff or stop recruiting into roles they no longer need. What you do with the findings is your decision, and we can support you through it.

How long does it take?

For an organisation of a few hundred staff, usually six to ten weeks from the start of data collection to the final report.

Will staff be interviewed?

Yes, a sample of managers and staff in each department. We explain the purpose of the audit to staff at the start, which makes the interviews more useful and reduces anxiety.
